Shame of failure on human rights

Article Abstract:

The UN High Commissioner for Human Rights suggests that the world's record on human rights has been less than admirable since the Universal Declaration of Human Rights in 1948. The UN faces the challenge to create a culture where international decision making is based on human rights considerations rather than the criteria of macro-economics.
