State budgeting: current conditions and future trends

Article Abstract:

Budgeting is a major function of the state administration. Revenue adequacy is a vital indicator of budget accords. Transportation, education and social services account for the largest expenditures in state allocation of resources. The legislature's appropriations agenda serve as a governmental policy for a fiscal year. States will continue to be overwhelmed by problems such as: recession, increasing health costs, court orders to improve prisons and correctional institutions, Medicaid and national concerns such as unemployment.

Budgetary chaos and evasion: the case of Somalia

Article Abstract:

An analysis of national budgetary and financial management during a period of national disintegration is presented. The analysis focuses on Sub-Saharan African nations whose governments were going down and considers the specific case of Somalia. Repetitive budgeting, underfunding and information gaps are among the variableswhich contributed to the downfall of Somalia. It is shown that sound budget practices and good financial management are vital to government stability.

Walking the fiscal tightrope: local government budgeting and fiscal stress

Article Abstract:

The elements of local government budget processes in relation to fiscal stress are analyzed. Survey data from a variety of localities show that local governments have initiated budget processes which are flexible to changes in fiscal conditions. Local government heads find these budget processes helpful in addressing the fiscal turmoil of the 1990s. The kind of budget formats that they choose reflect the needs and preferences of their jurisdictions.
