Tensions of terrorism

Article Abstract:

Government in an enterprise state exists with an ambition to achieve certain social or political objectives and hence the rules in a state would tend to be more purpose-led, managerial, specific and instrumental in character. Each state will have rules governing its activities and the nature of the rules will tend to be procedural, universal and categorical that devises promulgate and enforce laws by which the people might go about with their business.

Unleashing force

Article Abstract:

The United States attack on Afghanistan was approved by the United Nations Security Council because it was justified as an act of self-defense by international law. The United States could have also justified its actions by claiming it was intervening by invitation or as a humanitarian response. The international laws governing war are examined.

The concept of preemptive self-defense and the two possible ways to address this is presented. The approach that offers pragmatic and effective measures to improve global security without having to change or distort existing international law is presented.
