The discourse ethic and the problem of representing nature

Article Abstract:

Jurgen Habermas has argued that the interests of nature cannot condition a dialogue, and this is due to his view that nature is unable to speak, and he only considers moral issues in relation to humans, who can speak. Political candidates are allowed to articulate ideas that are in the interests of others. There are problems in deciding who can represent the interests of nature. Habermas distiguishes between ethical and moral issues, and sees ethical issues as relating to the quality of life. Consideration can be granted to those who are not present, and this applies to nature.

Environmental politics in Japan

Article Abstract:

Conflicting views by various groups have prevented the evolution of a clear conception of environmental politics in Japan. Politicians, government officials, organizations, individuals, and groups pursue radically different policies, failing to devise a common environmental policy. The confusion is mainly due to the overlapping effect of the three political spheres in Japan's environmental politics. The position of these groups, namely, government, citizen's movements, and environmental ideologists are discussed.
