The first and second Reich: the taming of an industrial-policy advocate

Article Abstract:

Robert Reich, a leading protagonist of the industrial policy movement, recently changed his views concerning the industrial policy of the US. In his 1983 book, 'The Next American Frontier,' he advocated an industrial-policy agenda that made businesses the focal point of economic reform. His 1991 book, 'The Work of Nations,' debunks his earlier theory and admits that the US is not an isolated economic entity, but part of a global economy which is both fractured and integrated. He likewise proposes that government expenditures and reform programs should focus on education, communication, transportation and public utilities instead of business and industry.

Half or full reform?

Article Abstract:

The Soviet Union's economic reform program calls for a transition from a totalitarian regime to a democratic society and a transition from a centralized economy to a market-oriented one. The USSR has evolved a hybrid market economy where the centralized supply system still exists but mechanisms of price regulation, free competition and privatization are undefined. The best approach to instituting economic reforms in the USSR would be to reform the agrarian sector so that producers are given the freedom to set production targets and market linkages.

Privatization solves all

Article Abstract:

The Soviet Union's privatization program has been stalled by ambiguous policy directions. The government should begin by nationalizing all properties based on all-union or republic levels, after which it should establish equitable distribution procedures so that titles can be conveyed and shares of stock issued at fair value. The freeing up of prices will follow the assignment of property rights to either local or foreign interests. It can be expected that attitudes and activities will be reoriented towards ensuring the value of the properties.
