Two decades later: the ABM Treaty in a changed world

Article Abstract:

The Antiballistic Missile Treaty of 1972 stands out as an example of a successful effort to limitstrategic weapons. In the post-cold war era, the main problem regarding antiballistic missile systems today is that they could hinder an opportunity toreduce strategic forces. Strategic missile defenses can induce the other side to retain more offensive forces in order to ensure that some of its weapons will penetrate these defenses. The present situation has eliminated the need for such defense systems.

NATO expansion: a decision to regret

Article Abstract:

Prospects for US-Russian arms control could be facing difficulties with the invitation of Hungary, Poland and the Czech Republic into NATO. NATO's expansion eastward into Central Europe has resulted into the tightening of Russia's security policy. These developments have caused strain between NATO-Russian cooperation as seen in the postponement in the ratification of treaties on nuclear reduction START II and START III.
