U.S. arms control policy: progress and prospects

Article Abstract:

The Clinton administration's arms control performance in 1995 has been assessed by Spurgeon M. Keeny, president and executive director of Arms Control Association and three other prominent experts. The principal issues which the administration will face in 1996 are discussed. The ratification of the START II, Operation Desert storm, the Chemical Weapons Convention (CWC) ratification and other related issues are discussed. While the ratification of the START II and CWC has been lauded, the overall military spending level has been identified as a source of future economic pressure.
