U.S., four Commonwealth states sign START protocol in Lisbon

Article Abstract:

The US, Russia, Kazakhstan, Ukraine and Belarus have signed a new protocol to the Strategic Arms Reduction Treaty (START) during a meeting held in Lisbon, Portugal, last May 23, 1992. The signing of the protocol would facilitate the Senate's ratification of START and the additional reductions agreed upon during the Washington summit. Prior to the protocol, the US viewed Russia as the sole representative of the former USSR in terms of arms reduction talks even though three other states had such weapons on their territory. The protocol recognizes the role of the three other states and lessens the complications on the matter.

Bush, Yeltsin sign START II; Senate approval expected

Article Abstract:

Pres George Bush and Boris Yeltsin signed the Strategic Arms Reduction Treaty (START II) on Jan 3, 1993. The treaty, which is a follow-up to START I, will cut US and Russian strategic nuclear forces by about two-thirds from the present level and the warhead levels by 50%. However, START II is not enforceable until Belarus and Ukraine ratify START I. START II bans the use of multiple warheads and reduces the number of strategic nuclear warheads which can be deployed to 3,000 to 3,500 each. The US is expected to provide financing to help eliminate strategic offensive arms.
