Bush's nomination of Colin Powell (State), Donald Rumsfeld (Defense), and Condoleezza Rice (National Security Adviser) assures he will try to enact his campaign pledge to build a ballistic missile shield. He also nominated avowed Energy Dept foe ex-Sen. Spencer Abraham for Energy Secretary.

The annual Congressional Research Review for 1999 has reported that the United States is the leading global supplier of arms. The industry saw sales of $30.2 billion in 1999 marking the second year of growth since 1997.
