Why Central America is still not democratic

Article Abstract:

The challenges that Central America faces in the 1990s are the introduction of socioeconomic reforms and establishment of democracy. Europe, Japan and four South American countries established 'The Partnership for Democracy and Development in Central America.' However, nothing significant has been done, as Europe is concentrating on the developments in Eastern Europe and Japan is not prepared to help Central America. So, all efforts to assist central America have to be made by the US.
