Emerging issues in power system planning

Article Abstract:

Power system planning has become extremely complex because of uncertainties of demand, fuel prices, weather, and regulation. The development of planning models must anticipate these vagaries plus such criteria and constraints as environmental standards, reliability, economics, the financial situation of the power company, and societal impacts while focusing on the central responsibility of meeting customer power needs. These needs must be met under a wide range of normal and abnormal conditions, including overloads and outages. Several synthesis and analysis simulation tools for power system planning are described, including generation reliability and production cost, financial modeling, decision analysis, optimum generation mix, and optimum resource mix. These tools must address such planning issues as least-cost planning, non-utility generation, and capacity purchases.
