Waiting for dawn in the west

Article Abstract:

Truro, Cornwall, is in need of retail development, both in the city centre and out of town, though the chamber of commerce and some local retailers are concerned that business will leave the centre of the city in favour of the out of town schemes. Others see the developments as creating healthy competition. Truro also lacks office space, but a single large tenant would improve the outlook by spurring development.
