Article Abstract:

It is common for UK property developers to clash with local councils over the use of advertising hoardings. In many cases, planning officials reject hoardings that are eye-catching, as they are concerned about the possible impact on traffic flow. They also object to hoardings that seem to advertise an image, instead of just depicting it.
