Joined-up thinking on third-way planning

Article Abstract:

United Kingdom Department of the Environment, Transport and the Regions Minister Richard Caborn confirms the important role played by planning in encouraging investment. He is actively trying to speed up the process and has promised extra funds for authorities which fulfill four benchmarks, one of which is planning. He denies the introduction of regional development agencies will complicate planning procedures. Caborn points out democracy within the planning system is paramount. Some critics have suggested Caborn is not interested in intellectual discussions over planning matters.

Lay lines to reform

Article Abstract:

The UK Royal Institute of Chartered Surveyors (RICS) is to be reformed over a four-year period, starting in 1998 when the new president Richard Lay takes over. The Institute should rise up to the challenge of competing in the new Millennium, Lay told delegates at his inaugural speech in July 1998. Reforms will include re-organisation of the examination and accreditation system, the development of local network and a scheme to improve the perception of residential agents by introducing a diploma.

Ungumming the planning system

Article Abstract:

Secretary of State for the Environment John Gummer believes that the planning systems have become too complicated and slow. Planning projects are taking a long time to complete because of local authority planning processes, says Gummer. The process should be speeded up to save time and money. Development sites should not be zoned. The developer should be given more responsibility in development.
