Surplus to requirements

Article Abstract:

The UK government has commissioned research into making changes to the Crichel Down Rules, which govern the sale of surplus government land to former owners. A final report on this issue is due in Oct 1999. There are a number of factors indicating that any changes to the Crichel Down Rules could be almost as controversial as the case which prompted their formulation in the 1950s. These include the fact that aggrieved former owners may now be able to take advantage of the Human Rights Act 1998, when it comes into force.
