Testing times

Article Abstract:

The sequential test requires UK property developers planning an out-of-centre development to show that there are no suitable sites available within the town centre. If no town centre sites are available, then an edge-of-centre site must be considered. An out-of-centre site must only be considered when all other options have been exhausted. An out-of-centre site should be in a district centre or local centre, or in a location that can be reached by a range of different transport methods. The actual availability and suitability of town-centre or edge-of-centre sites can impose practical limitations on the sequential test.

There are 578 overseas companies located in Scotland, of which almost half are based in the US and Canada. Business activity in Scotland was negatively affected by the global decline in semiconductor manufacturing in 1998, but there were still many successes. Healthcare concern Roche announced plans to invest more than 120 million pounds sterling in a facility in Ayrshire, Scotland, while electronic component distributor MSC Vertrieb announced plans for a 6 million pounds sterling plant in Livingston, Scotland.

A number of foreign companies have established a presence in South West England. Toshiba, for example, has around 1,280 employees at two plants in Plymouth, england, while Honda has established its European car plant in Swindon, England. The region benefits from very good communication links, and Bristol, England, has become a significant distribution node. The counties of Cornwall and Devon are physically remote, but are still attracting foreign concerns.
