President George W. Bush signed legislation empowering the US Treasury Department to provide a terrorism insurance backstop. The legislation calls for paying insurers 90% of claims costs after insured losses exceed set levels. The legislation is expected to stimulate real estate development, which stalled after the September 11, 2001, terrorist attacks.
