The UK Department of the Environment, Transport and the Regions is seeking to encourage the use of written representations when appeals are made to High Courts regarding planning applications. The move is expected to reduce the number of formal hearings undertaken by courts. The move has been criticized by planning bodies because it fails to take into account problems arising through misunderstandings caused by the written word.
