District 33 Council Pres. Jim Sutton faces strong opposition from Pete Matthews in the union's May 14, 1996, presidential election. Many of Sutton's own lieutenants, disappointed with the 1992 contract signed by the union with the Philadelphia, PA, city government, are supporting Matthews.
