Poland: Selected issues related to Poland's accession to the European Communities and arrangements regarding the environment and state decentralization

Article Abstract:

The fundamental issues related to the intricate process of Poland's integration with the European Communities involving some of its mechanisms in the areas of new regulations such as environmental protection and the role of local self-government in state management is outlined. The state's decentralization brought about structural and functional changes to public administration and the management is bound by the powers of local self-government units which have become a frame of reference for the will of the public, but also an addressee of public law demands.

Hungary: Changes effected in the 2004-2005 Hungarian legislation on public law

Article Abstract:

An overview of the most important changes effected in Hungarian public law legislation in the past two years since it joined the European Union on 1 May 2004 is narrated. The relevant legislation adopted in the past two year (2004-2005) has partly in consequence of Hungary's accession to the European Union, modified certain elements of the system, making the enforcement of fundamental rights even more effective.

Linguistic minorities and educational rights in France - the Corsican example

Article Abstract:

The existence and survival of minority languages of France such as Corsican is threatened due to the country's constitutional restrictions on the official recognition of linguistic minorities. The European Charter for the Protection of Regional and Minority Languages and the Framework Convention for the Protection of Minorities are found to be ineffective.
