The Fifteenth Central Committee of the Chinese Communist Party: full-pledged technocratic leadership with partial control by Jiang Zemin

Article Abstract:

The composition of China's ruling party has changed after the death of Deng Xiaoping and his replacement by Jiang Zemin. Their rise to power was largely facilitated by connections to senior leaders and informal social networks and administrative links. They are also perceived as efficient managers.
