The political economy of heavy industrialization: The Heavy and Chemical Industry (HCI) push in South Korea in the I970s

Article Abstract:

The genesis of the Heavy and Chemical Industry program and the way in which it was managed for Korea, is discussed. It was not an irrational industrial policy or a temporal policy deviation needed only for the self-interest or prestige of the authoritarian ruling elite, but the process by which this policy took place represents a major economic policy change in Korea.

Commune elections in Cambodia: 1981 foundations and 2002 reformulations

On 3 February 2002, Cambodians voted in a multi-party contest to elect commune councils, which was the countryEs first local government elections. The nature and the role of the commune-level administration, prior to the Paris Peace Agreement of October 1991 are examined.
