Arise, you barons of the regions and the cities

Article Abstract:

The UK's Labour government is centralist by instinct, but has a decentralizing manifesto. Regional centres such as Cardiff, Wales, and Birmingham, England, will shortly elect their own regional leaders, and this will have a significant impact on the dynamics of both regional and national government. The leading figure in this new structure will be the Mayor of London, England, who will represent a third of the country's economic power. It will prove difficult for the national government to establish a balance of power between central authority and regional politics.

They are called The Circle. But do these 17 people really run Britain?

Article Abstract:

The UK government has been caused considerable embarrassment by claims by commercial lobbyist Derek Draper that there are 17 people who really determine how the UK is run. His allegations reflect a widely-held view that the current government is seeking to be one of the most centralized ever. It is clear that the government is determined to keep a firm grip on the media, and that it also favours an interventionist Policy Unit, appraising and influencing policies devised by departments.
