Article Abstract:

Japan's new Prime Minister Keizo Obuchi and Finance Minister Kiichi Miyazawa face significant challenges as Japan continues to see serious economic problems. Unemployment has risen sharply, while the banking sector is weighed down by bad debts. The government has been forced to abandon traditional approaches to cutting the budget deficit, and now admits that it will be necessary to issue deficit-covering bonds to finance a rise in government expenditure and tax cuts.

Fund management is attractive because it differs from day to day, according to Hugh Priestley, an investment director at Laurence Keen, the private client management subsidiary of Rathbones. He manages several of Laurence Keen's unit trusts, but has been most closely linked with the Smaller Companies Fund. His approach to stock selection is dictated by the need to keep risk to a minimum while producing capital growth from a portfolio of mainly small cap stocks.
