Council files that did the Lambeth walk

Article Abstract:

The District Auditor has published a report detailing extensive incompetence in the housing benefit section of Lambeth Council in London, England. It was established that this section did not follow proper record-keeping procedures. As a result, it cannot be ascertained in many cases whether the council was right to have paid housing benefit. This follows Liberal Democrat allegations that the council's four separate databases failed to highlight a 60% error rate on information held. The council may now have to make a repayment of 20 million pounds sterling to the Department of Social Security.

Shaping a scheme sure to put people into action

Article Abstract:

The Department of the Environment and the Wates Foundation set up People For Action (PFA) in Birmingham, England to promote the role of housing associations as instruments for economic growth. Housing associations use local labour. PFA organised the Ambassador training programme for the long-term unemployed to become sub-contractors. They are provided with business opportunities with housing associations to help them succeed. The trading company Shape Urban Renewal Enterprises (Sure) was set up to win some of Shape Housing Association's building contracts.

Council mortgage scheme fails to hit home

Article Abstract:

University of Wales senior research associate Steve Wilcox analysed the Rents-to-mortgages (RTM) scheme for the Council of Mortgage Lenders in 1991. He considered 250,000 tenants would take-up the scheme over 10 years. The 1993 economic situation puts these people into a different situation where RTM is unattractive. The right to buy scheme is more viable. The Institute of Housing suggests more flexibility in social housing and the conversion of mortgages into rent.
