Calm before storm in city that thought it was safe

Article Abstract:

Most residents of Belgrade, Yugoslavia, believe that President Slobodan Milosevic was right to refuse to sign the peace agreement under which the large Albanian majority in Kosovo, Yugoslavia, would have gained independence. However, they are becoming increasingly concerned about the consequences of that decision. The government has already declared a 'state of the imminent threat of war,' giving it some powers to restrict civil liberties, and many local people are worried about the fate of their relatives in the Yugoslav army.
