EU: TELECOMS MARKET LIBERALISATION DEAL MOOTED

Article Abstract:

European Union (EU) leaders are expected on 24 March 2000 to agree on the rapid liberalisation of telecoms markets in Europe, ending the local phone loop monopoly and cutting access costs with the creation of a more competitive environment. There have been calls to open up the market by end-2000 but this may prove difficult for the UK, where liberalisation is not expected to be completed until July 2001. The indications are that a framework for liberalisation will be agreed by 2002, with total liberalisation two years later. EU leaders are also expected to agree on a plan which would lead to Internet access for all schools in 2001, with IT training for all teachers by 2002. A legal framework governing electronic commerce will also be sought along with a move allowing the EU population to deal with the inherent technology by 2005.

FRANCE/UK: FRENCH CJD VICTIMS TO SUE UK & EU

Article Abstract:

The families of two French victims of CJD are to sue the British and French governments and the European Union (EU) for allegedly allowing bovine spongiform encephalopathy to enter the human food chain. The lawsuit alleges that all three parties failed in their duty to ensure food safety and of opposing changes to the laws controlling beef over a 10 year period from 1986, when BSE was first identified, and 1996 when evidence emerged to show the disease had spread to humans. France had been the largest export market of British beef until 1996 when exports were banned, and it has been recognised that BSE-infected cows were sent abroad at the height of the epidemic in the late 1980s.

Research into song learning in birds has produced a valuable insight into a general structure of how the brain, including the human brain, works. It is now known that the canary's brain can regrow neurones and that the seasonal occurrence of birdsong is aligned with the seasonal growth and decay of the higher vocal centre.
