Lieutenant-General the Hon Sir Thomas Boyd-Carpenter, who has recently been appointed chairman of the UK government's Social Security Advisory Committee, has no experience at all in the area of social security benefits. Furthermore, it appears that he was appointed primarily on the basis of his family background, being the son of Lord Boyd-Carpenter, an influential Conservative government minister in 1951-1964. This appointment shows that the government still believes that it can afford to be arrogant and complacent, clearly not yet learning by its mistakes.

Article Abstract:

It has become increasingly common in the UK for patients to refuse to take part in clinical trials of new drugs. This has forced many clinical trials supported by the Medical Research Council to be abandoned. It seems that patients are now seeking treatments, rather than experiments. They have access to information about treatment, and do not want to feel that they are being denied this treatment and instead being asked to take part in a trial which may not cure them.
