West struck by second thoughts on Zaire force

Article Abstract:

It is now very unclear whether an international relief force will be despatched to Zaire. This is because many Hutu refugees have left Zaire for Rwanda over recent days, and there is therefore no need for an international force to create safe corridors to encourage Hutu civilians to return home. However, aid agencies believe that an international force is still required to locate and assist up to 700,000 other Hutu refugees who are still in Zaire.
