Good government will bring financial markets to heel

Article Abstract:

The annual International Monetary Fund and World Bank meetings focused on a range of interesting issues. A key point of discussion was what these institutions should be doing in the modern world. It was widely agreed that they must play a role in bringing about progress towards social goals and in reducing poverty. However, there was a split between developing and developed countries about how this should be achieved. Finance ministers and central bank governors believe that improving government will be a key element in future economic progress.

Dealing with future financial crises will be a key issue at the 1998 annual meetings of the World Bank and the International Monetary Fund. Particular attention will be given to currency speculation, which some observers believe has worsened the emerging market crisis. Issues under discussion will include how economies can be better protected from excessively volatile capital flows and how to control hedge funds, particularly against the background of the recent bailout of Long-Term Capital Management.
