Lord Cranbourne, his grandfather and a game with high stakes

Article Abstract:

Lord Cranbourne, leader of the UK Conservative party in the House of Lords, plans to block plans to remove the voting rights of hereditary peers, along with other legislation passing through the House of Lords. Lord Richard, Leader of the Lords, has responded by stating that he will invoke the Parliament Act to force the bill through the House of Commons if necessary. This conflict highlights the fact that hereditary peers can seriously hamper the government's legislative programme by delaying legislation for up to two years. This will become a key constitutional issue between the left-of-centre government and the Conservative-dominated House of Lords.
