Police knew him for years as a violent paedophile, yet no one stopped him stealing an innocent life

Article Abstract:

Howard Hughes, the man convicted of the rape and murder of Sophie Hook, aged seven, had indecently assaulted a boy and tried to strangle him when he was a teenager, and should have been listed on a warning register. The judge who sentence Hughes to life imprisonment, Mr. Justice Curtis, requested that the law be changed so that paedophiles be more closely supervised and so that society can be saved from such people. He also requested that Hughes should never leave prison.
