Yugoslav President Slobodan Milosevic should be offered a mainly non-negotiable alternative to the invasion of Kosovo, Yugoslavia, by Nato troops. It must be made clear to him, Russia and the United Nations that no peace offer will be valid once any Nato ground invasion starts. A peace settlement led by Russia and the United Nations should be based on Kosovo being declared a Strategic Trust Territory, with the Security Council being responsible for all United Nations administration. Trusteeship would rule out partition of Kosovo but would not affect the issue of independence.

Article Abstract:

There was a muted reaction among British soldiers in Macedonia to a speech delivered by UK Defence Secretary George Robertson. This speech, which contained a great deal of rhetoric, was designed to be motivational. Like Nato military officers and other politicians, Robertson appeared to have little real understanding of what has happened in Kosovo, Yugoslavia, and of the likely consequences of failing to reach a peace agreement. A calm, subtle approach is now required, but instead politicians and Nato officials are being threatening and unrealistic.
