So, farewell then, Mr Howard - but strangely I'm not rejoicing

Article Abstract:

Michael Howard was widely criticized when, as UK Home Secretary in the Conservative administration, he introduced Draconian rulings and sought to protect the police from proper scrutiny. However, this does not necessarily mean that his departure from the Shadow Cabinet is a matter for rejoicing. He showed liberalism in changing his mind about capital punishment, stating that the danger of justice miscarrying made it impossible to justify the death penalty. He also took decisions about whether apparent miscarriages of justice should be referred to the Court of Appeal.

Can a Scottish politician lead a UK party in the era of home rule?

Article Abstract:

The leadership contest that will follow the departure of Paddy Ashdown as leader of the UK Liberal Democrats will fuel debate about whether a politician representing a Scottish constituency can lead a UK party. There are three potential Scottish candidates to replace Ashdown, and it is likely that their Scottishness will become an issue once campaigning begins properly after the European elections in Jun 1999. Many observers may claim that Scottish politicians belong in the future Scottish Parliament and that they no longer have the right to lead a UK party.
