Striking a balance between Whig and Tory views

Article Abstract:

British politician Douglas Hurd has recently claimed that the House of Commons exists to sustain the executive, rather than to check it. He admits that there are problems with the detailed workings of the House of Commons, and argues that having fewer ministers would bring improvements. However, he may not be right to claim that those who want the House of Commons to act as a check on the executive have contributed to the deterioration of government and of parliament. The Labour party is seeking to reform the House of Lords, a move which will serve to show even more clearly the faults in the House of Commons.

Free radical among Tories

Article Abstract:

Lord Mackay of Clashfern, the Lord Chancellor, has attracted considerable controversy recently with his Family Homes and Domestic Violence Bill and his divorce law reform Bill. Some observers believe that he is not really a politician, but he has in fact been successful in a number of areas, including limiting the costs of civil legal aid. He certainly has no clear party loyalties, and is very careful to appoint judges on merit, rather than on the basis of their political views.
