The UK government is seeking to address the year 2000 computer date change problem through a package of initiatives. These will include making around 30 million pounds sterling available to pay for short courses in year 2000 skills for up to 20,000 people. The information technology industry believes that these initiatives should ensure that the UK is one of the countries best prepared for the 21st century. However, some observers are still expressing concerns about how the initiatives will be implemented and about whether it will be possible to do enough in time to really ensure year 2000 compliance.

Prominent figures in UK business and political life who are calling on companies to ensure that they can cope with the year 2000 computer date change problem seem unaware that nobody can be sure about the extent of this problem. It could be that serious confusion arises at the beginning of the 21st century as computers fail to recognize the change in date, or it could be that software handles the transition relatively effortlessly. In many cases, it will not be possible to know in advance what will happen.

Businesses have expressed negative views about the UK government's draft Bill on Electronic Commerce, to be published shortly. It is anticipated that the Home Office will have won its battle for controls on encryption, especially to obtain copies of the keys used for coding messages held by a licensed third party. Many businesses feel that this approach will have a negative impact on the development of electronic commerce, an area in which the UK is already falling behind.
