Tories scorn Major's nursery revolution

Article Abstract:

The Education and Employment Select Committee, which is dominated by Conservative MPs, believes that the UK government's nursery voucher scheme will not increase the number of private and voluntary nurseries. Indeed, it may mean that many close down. The committee's report indicates that there has been some success in trials of nursery vouchers undertaken in certain parts of the country, but that there is no guarantee that this success will be repeated everywhere. The main drawback of the scheme is that it has led to more four-year-olds being recruited into reception classes.
