Article Abstract:

The UK Local Government Commission is required to design anew local government structure which will command community loyalty. The existing authorities are too small to represent regional identities and too big to gain parochial loyalty. Proportional representation would secure councillors' obligations to their wards and make elections less predictable. A strong core executive would improve co-ordination. Direct election of the mayor or leading council figure would increase public interest and electoral turnout.

Steps towards a constitutional compromise

Article Abstract:

The government of Britain and the government of Northern Ireland ought to accept the validity of each other's constitutional rights. Shared sovereignty would give national identity to all citizens of Northern Ireland and protect Unionists. It would be simpler to organise, and it would provide greater security. It was first supported at the New Ireland Forum in 1984 and further reference has been made to it.
