Financial advisers believe that UK Chancellor Gordon Brown should have altered the regulations on annuities and stamp duty in his 2001 Budget. They feel that Brown has do nothing to make saving and investing more attractive.

1bn pounds sterling NHS rise will still not meet Blair's pledge
