What the Chancellor needs to do before anyone can plan for the future

Article Abstract:

The UK government should consider undertaking a wide-ranging review of savings, pensions, mortgages, taxation and benefits. Only then will it be possible for ordinary people to obtain the information they require to make long-term financial decisions. Chancellor Gordon Brown plans to reform the tax system, for example, but at present this is merely creating uncertainty about the future of tax-free income associated with personal pensions. In the case of savings, many people will have to re-assess their financial planning in the light of the 50,000 pounds sterling limit on tax-free savings accounts.

The perfect pension

Article Abstract:

The UK government's pensions policy must focus on ensuring that new pension plans are comprehensible to ordinary people. They must have charges which are spread evenly throughout the life of the pension plan and must not impose penalties for transferring funds to other plans. The government must set basic standards for an inexpensive universal pension which will prove effective for a long time. Above all, it must avoid the problems caused by excessive emphasis on personal pensions in the late 1980s.
