Why hot air is stopping the world doing a deal on global warming

Article Abstract:

Problems are emerging with the implementation of measures agreed in Kyoto, Japan, in 1997 to deal with global warming. There are particular difficulties regarding the US, which has secured concessions which could ensure that in practice it does not actually have to reduce carbon dioxide emissions at all. Some observers believe that the US agreed to a much too large carbon dioxide emission reduction target and that it will be impossible to reach this target, even if the US buys up all the available emissions credits from other countries.
