Clinton offers regulatory reforms as Congress hammers out bills

Article Abstract:

Bill Clinton announced the launching of 25 environmental reforms during his visit at Custom Print Inc., a paper mill in Arlington, VA, to counteract the series of regulatory reforms proposed by Republican leaders in Congress. The reforms include initiatives that were discussed as far back as George Bush's presidential term. Clinton highlighted two important features of the package, the 25% reduction in record-keeping requirements for small businesses and the implementation of a single report for presenting emissions to the environment, which he hopes will encourage more companies to comply with air pollution regulations.

Critics doubt Clinton's second term will advance reg reforms

Article Abstract:

The Clinton administration does not advocate EPA's proposals for the development of new environmental programs. Industry spending on environmental compliance has declined due to the inability of the Clinton administration to approve environmental reforms that are proposed by the EPA. However, the EPA should convince the Clinton administration on the importance of extending pilot environmental programs to other industries.

Renewed Superfund debate may turn on retroactive liability

Article Abstract:

Congress has proposed two bills to answer the issues being raised by businessmen and environmentalists regarding Superfund cleanups. The Senate package offers relief to retroactive liability to potentially responsible parties (PRP), while the House bill gives priority to remedial options to PRPs that posed the least significant risk to the environment and at the lowest cost.
