Court ruling creates regulatory turmoil

Article Abstract:

The US Court of Appeals for the District of Columbia has ruled that the Clinton administration and the Environmental Protection Agency (EPA) went beyond their constitutional authority when they formulated a regulation that lowered the amount of soot and ozone in the atmosphere. The court's decision negated rules that threatened the construction of several new highways because these projects can possibly increase the amount of atmospheric ozone. In the case filed by the American Trucking Assn versus the EPA, the court said the latter did not fully articulate legal principles which are intended to protect human health from air pollution.

Small engineering firms are having difficulties in the recruitment of qualified civil engineering personnel. Networking is an approach that can assist these firms in employee recruitment. Another source of labor supply is the recruitment of employees from colleges and universities even though the students have limited working experience. However, recruitment of these young personnel requires a mentoring program that will need senior professionals. The potential employee's attitude and work ethics are still the best credentials in the recruitment consideration.

Clinton's new term and the 105th Congress

Article Abstract:

Clinton plans to make personnel changes in top administration policy positions in his second term. Most of the leaders in the 105th Congress, however, will remain the same. The changes may include involvement of civil engineers, through appointments in ASCE, in public policy making process. Improvement of the nation's public works infrastructure is the priority of the ASCE's leadership. It plays an important role in the promotion of civil engineering research which aims at improvement of the civil engineering productivity.
