Hospital over a highway

Article Abstract:

Air rights will be used in the construction of the New York Hospital in Manhattan, New York, NY, above the six-lane, highly congested Franklin Delano Roosevelt Drive, which is sandwiched between East River and New York City's high-rise buildings. The new construction, with a seven section platform, has been designed by prominent firms such as Langan Engineering and Environmental Services to withstand earthquakes. The hospital will consist of emergency rooms, a neonatal unit, intensive care units and general pediatric, medical surgical and psychiatric rooms.

Weighing a new hospital against health risks: The 1997 winner of the Daniel W. Mead Prize for best essay by a younger ASCE member describes how a hypothetical design firm decides when to draw the line

Article Abstract:

Airheart, Collins Engineering (ACE) was approached to build a hospital in a Third World country. It was aware of low-level radioactive waste that would be generated, which was to be disposed of in an unlined landfill. However this was sited over an aquifer providing drinking water to small villages. A public hearing indicated that the local people did not want the project stopped. This poses an ethical dilemma and the project must be declined unless the problem of disposing of the low level nuclear waste when the hospital is opened is resolved.
