Is the upturn really coming?

Article Abstract:

A forecast by the Engineering Employers' Federation (EEF) predicts an economic recovery despite indications to the contrary. The economic activity is expected to continue to remain at the current level and the output of the manufacturing sector may fall steadily. The index of economic activity published by the Institute of Purchasing and Supply fell by 2% within a month. Surveys conducted by the British Chambers of Commerce and CBI reveal low levels of business activity. A fall in imports reflects a weak domestic demand.
