The Science and Technology--Bereft Department of State

Article Abstract:

The troubled history of de-funding, and reviving the US Dept of State's science and technology operations is reviewed. Policy confusion on several issues and world regions are analyzed, including: North Korea's nuclear proliferation; India and Pakistani proliferation; intellectual property rights; and space/military technology transfer to Russia, China, and Ukraine.

DOE seeks truce with radiation researchers

Article Abstract:

The DOE has postponed action until 1997 on its plan to remove the NAS as US manager of the RERS, the joint US-Japan project monitoring the health of atomic-bomb survivors. The NAS had objected to being replaced by a university and a DOE letter which implied that NAS had been conducting secret research.

Science and technology in foreign affairs

Article Abstract:

Science and technology policy must be a key factor in US foreign affairs, due to the high costs and global implications of key nuclear and environmental research projects. A former US Sec. of Energy recommends implementation of recommendations found in a 1992 Carnegie Commission report.
