The problem of judgement in constructing numerical models for policy analysis

Article Abstract:

It is typical to employ complex mathematical computations to elucidate and analyze public policy issues and the calculations involved frequently use large computer programs. Judgement is frequently required in the construction of numerical models that are used to analyze and predict the behavior of part of the real world. It will be shown through a case study about a radioactive waste storage facility that not only are judgements needed to develop such models but also that there may be no obvious methods to check if such judgements are sound.
