The evolutionary framework for HTPs presented, which include market-friendly types with incentives to SDTA projects, helps in the formulation of technological policy. HTPs are being utilized by both newly and currently industrialized countries in the face of the emergence of globalization, liberalization and the possible repercussions of technological innovation.
