A catalytic and evolutionary approach to horizontal technology policies (HTPs)

Article Abstract:

Horizontal technology policies (HTPs) promote socially desirable technological activities (SDTAs) across sectors and technologies which include firm-based research and development, technology transfer, and technological infrastructure. The evolutionary framework for HTPs presented,which include market-friendly types with incentives to SDTA projects, helps in the formulation of technological policy. HTPs are being utilized by both newly and currently industrialized countries in the face of the emergence of globalization, liberalization and the possible repercussions of technological innovation.

The development of a technological infrastructure policy (TIP) for technological development in industries is discussed. TIP requires user participation when user demands and capability creation are interrelated. Cooperation of the govermnent is also essential to obtain physical infrastructure and human capital development. TIP likewise requires support for the establishment of consortia.
