Are telecommunications facilities 'infrastructure?' If they are, so what?

Article Abstract:

Contemporary telecommunications networks bear a number of characteristics found in infrastructure, and governments should liberalize their telecommunications sectors to enable private companies to carry the risk of developing costly new networks. The US has recently opened its telecommunications industry to competition, enabling private networks to prosper. However, the new telecommunications infrastructure has yet to make a big impact on the economic advancement of the US.

A fiscal federalism approach to infrastructure policy

Article Abstract:

A fiscal federalism approach on infrastructure guidelines shows the actual apportionment of the obligation for the provision of public capital in the US. The national infrastructure guideline's incongruity with the foundations of fiscal federalism in several key issues is also noted. Prospective study should concentrate on recognizing the types of investments where there are large spillovers and on measuring those external benefits.

Historical perspective on infrastructure and US economic development

Article Abstract:

A historical approach in studying the association between infrastructure investment and the economic development of the US is employed has concentrated on the transportation and sanitation systems. Direct and indirect reactions are generated by infrastructure investment. Modern projections employing common data establish that public infrastructure investment has possible powerful effects on private economic undertakings.
