'Stopping up' or dead end?: avoiding the obstacles en route

Article Abstract:

'Stopping up' or the permanent closure of a road to allow development is authorised by the Sec of State under section 237 of the Town and Country Planning Act 1990. Developers need to allow 8 to 12 weeks for application consideration and should liaise with adjoining land owners. The application needs to include documents, such as: planning permission; approved site layout; correspondence with the highway authorities and diversion plans. The Sec of State will prepare a draft notice which is displayed at each end of the road and in the local newspaper. Six weeks are allowed for objections.

Civilizing processes

Article Abstract:

Norbert Elias's theory of civilizing processes links the growth of the social constraint exercised by the forces of a state over violent acts to the growth of habitual self-constraint over violent impulses exercised by individual people. It hypothesizes that with the increasing scale and complexity of society, specifically, greater interdependence, people are subject to increasing pressures to exercise foresight and to curb their impulses.

The outlook's bleak:judging from what teen-agers are reading, they're growing old before their time

Article Abstract:

Somee themes of novels for young adults are getting a little risque and are leaving some questioning the content of the books. A few storylines include runaways getting into heroin addiction and a 13-year-old boy shooting a Korean grocery-store owner. The adult themes are analyzed.
